Contracts Specialist

The George Mason University, Facilities Department is currently seeking candidates for a Contracts Specialist position. This position will work Monday-Friday, 8:00 a.m.-5:00 p.m. on the Fairfax campus. Responsibilities:

This position will facilitate the purchase of professional services according to the statutes of the Governing Rules of Procurement, the Virginia Higher Education Purchasing Manual, The Construction and Professional Services Manual, and the Mason Purchasing policies and procedures for all construction projects (capital and noncapital). Specifically, this position will lead professional services procurement efforts, including but not limited to: formulating solicitations; evaluating proposals and bids; negotiating term contracts, fixed cost, construction contracts, and/or cooperative contracts that result in cost savings, reduced administrative effort, and provide greater fiscal benefit to the university and other state institutions; oversees management of modifications to existing contracts; and manages contract closeout upon completion. Will assist departments in obtaining the contracted purchase of goods and services they need to function, and serves as an advocate to increase the total vendor base of the university, specifically vendors under the Small, Women-Owned, and Minority-Owned (SWaM) business designation.

Preferred Qualifications:
The successful candidate must have knowledge of the principles and practices of procurement within the commonwealth of Virginia including obtaining informal bids and proposals; and analyzing, negotiating and awarding purchases. Seeking sources of supply. Knowledge and experience with automated procurement systems and e-procurement. Public procurement laws, regulations and policies. Certifications such as VCO, CPPB, CPPO, APP or CPM.

Required Qualifications:
Must possess certification from some jurisdiction as a procurement/contracting official, and must be able to obtain certification as a Virginia Construction Contracting Officer (VCCO) within one year of hire. A bachelor’s degree in business, supply management, a related field, or an equivalent combination of education, training and experience.
